You can find him in Orc Camp 2-2 (after giving meat to the sleeping ogre).

You then have to kill all the orcs in that map. Don't worry, they respawn very slowly so if you go after them diligently, it won't take much time. He'll then say something like "Who is killing all my babies?" and come and get you.
